January 2006 City Manager update for City Council

This report provides information concerning activities of various city
departments. It is presented in uniform format with Department Head monthly
reports. Please advise of questions or concerns immediately and a resolution
will be pursued.
Project status / Current issues:
Public Works.
Street Department
·
Continued installation of curb and sidewalk on 4th
North. 30 man hours (including inmate labor);
·
Hung city Christmas decorations, including lights and tree. 48 man
hours (including one inmate);
·
Bladed 4th North, 15th North, S. Water
Street and N. Water Street and 24th West.
·
Applied magnesium chloride to 4 miles of gravel road for dust
control. Area covered included 4th North, 15th North, 24th
West (by Patterson Pond) and Salt Lake Road;
·
Two men (32 man hours) repairing street signs;
·
Two men (32 man hours) filling potholes;
·
Two men (8 man hours) putting up “Do Not Litter” signs;
Sewer Department
·
Completed 2 sewer hookups. 8 man hours;
·
Installed new cleanouts on 4th North.
·
Assisted streets with concrete pours on 4th North;
·
Several sewer clogs were cleaned out.
·
2 men spent 5 days cleaning main sewer lines.
Water Department
·
Engineering has been done for the 24th West water loop
project and submitted to A.D.E.Q. It was approved on Dec.8, 2005 and we
received it from the engineers on December 29, 2005.
·
Paul Ramsey attended an A.D.E.Q. meeting in Phoenix. This was to
discuss changes in water laws.
·
Installed one hook-up.
·
Assisted new home location by identifying location of a water line
on 13th West from 7th South to approximately 9th
South, which had not been previously tapped;
·
Replaced 6 meter setters.
·
Repaired a leak on a 4” line at White Mountain Drive and 2nd
West.
·
Installed a valve on a fire hydrant.
·
Regular maintenance at the plant and the wells continue.
Building and Maintenance
·
Installed new carpet at Northland Pioneer College. It took 2 days
to remove using two men and one inmate. It took approximately 3 days to install
the new carpet using one man and two inmates.
·
Replaced various street lights.
·
Worked on the roof at the Old Hospital, using one man plus one
inmate.
·
Performed minor repairs on heaters at Pioneer and the Old
Hospital.
·
Set up the Council Chamber for various activities.
·
Regular maintenance and procedures continue.
Parks and Recreation.
-
Removed dead trees and
weeds from the cemetery plots and surrounding roadways;
-
Spent 6 man days
cleaning various city property fences of litter and weeds;
-
Assisted Area X
representatives, for several days with improvement to our Cross Country
Course, north of the Cemetery. Two days involved working with Tom Angle, a
Course Designer, to improve this area. Several jumps were removed and a new
path was created in preparation for improvements;
-
The red corrals
require near continuous repair, as livestock use occurs all year;
-
Computer shelves
installed in the Parks office;
-
Large decorative rock
installed at the Roadside Park;
-
Bark stripped from
logs obtained for fencing to the Roadside Park and Patterson Pond;
-
Met with Salt River
Project representatives for assistance with the Cemetery expansion. This will
begin after the annual outage is completed;
-
Due to unanticipated
problems, the Condor lift became unavailable to complete the lighting
renovations at the Little League Park. This has been rescheduled for late
February.
-
Moved additional
display cases from the main fair building;
Police.
-
Communications
equipment project- Final quote from vendor was received in December.
Meeting to be scheduled with other department heads to adjust original
equipment list due to rising steel and fuel costs;
-
Joint police
department training project- Final approval received in December from
all participating agencies. Training will be scheduled for spring 2006 based
on trainer’s availability. Logistical issues and additional funding sources
have been identified and are being addressed by each of the three agencies.

Six “No littering
signs” were installed on 24th West and 7th South by the
public works department;
-
Expediter police
patrol software project has been installed and is in use;
-
Five applications were
received for Animal Control Officer. Testing will begin in January;
-
Fixed Asset Inventory
was completed.
-
City Ordinance Review
was completed.
-
Compilation of data
has begun for 2005 annual police department report we hope to submit to
Council in February;
-
In the calendar month
of December 2005, the police department generated 121 new cases, 26 of which
were felony investigations, 37 misdemeanors, 2 traffic accidents, 8 DUI, 10
miscellaneous animal control, and 38 police assist cases. Approximately 59% of
the police department’s enforcement activity this month was in response to
reported criminal activity. The new cases generated in December 2005
represent the highest monthly activity on record for the police department.
This figure is significantly higher when compared to the past 5 years’ average
of 54 cases for the months of December.
Administration.

Prepared sewer
collection fee recommendation for Council review;

Prepared the city
ordinance review for Council approval;

Prepared ordinance
adoption of all international building codes for Council approval;
-
Initiated the
dangerous building abatement process on fourteen separate properties;
-
Continued to
coordinate data for the water transmission line funding proposal to Greater
Arizona Developmental Authority;
-
Improved accounts receivable process for
bi-monthly budget review by paying invoices within fourteen days and providing
department heads with bi-monthly budget updates;
-
Completed a draft recommendation for
budget preparation;
-
Completed an Arizona Department of
Transportation audit w/ Public Works;
-
Discussed options for strategic planning
with various consultants;
-
Prepared a city
surplus property auction list;
-
Assisted Northland
Pioneer College with personnel processes;
-
Conducted negotiations
concerning the Grand Prix agreement;
-
Certified all
administrative staff in Cardio Pulmonary Resuscitation;
-
Assisted Senior
Citizen Center with various needs;
-
Abated one mobile home
with owners consent;
-
Coordinated with
Department of Corrections concerning an inmate injury;
-
Facilitated numerous
building applications, inquiries and concerns;
-
Assisted Economic
Development for Apache County with various concerns;
-
Coordinated various
Community Development Block Grant concerns;
-
Hosted Apache County
Youth Council;
-
Prepared the Local
Government Investment Pool settlement offer for Council approval;
Fire/EMS.
-
S.J.F.D. responded to
51 calls in December (483 total for calendar 2005);
-
E.M.S. responded to 55
calls in December (717 total for calendar 2005);
-
Instructed a C.P.R.
and basic First Aid course to the Apache County Sheriff Department;
Personnel issues:
Public Works.

Dana Waite is recovering from surgery on his hand;
·
Attended one C.P.R. class in December. Only the water department
remains to be certified in C.P.R;
Parks and Recreation.
None
Police.

Sgt. Donny Jones
completed his 6th year as Sergeant for the police department.

Animal Control Officer
James Baxter left the police department to accept a position with the AZ
Department of Corrections. A.C.O. Baxter was scheduled to remain at the police
department until mid-January, however, due to family reasons he left early;

No formal training was
conducted in December;
Administration.

Fire/EMS.

Raven DeHart resigned
from fire and EMS, as she has relocated to another community;

Megan Kennedy resigned
from fire and EMS, as she has relocated to another community;

Public Works.

Parks and Recreation.
Police.
-
For the second time
this year the police department tied a record high 8 DUI arrests in a month as
a result of a concentrated effort on DUI enforcement. The police department
has averaged a little over 2 DUI arrests per month over the past year.
-
For the 8th
year in a row, the police department participated in the annual Toys for Kids
program. Toys were collected and purchased, packaged, and delivered to over 50
families in St. Johns by the police department staff and families, with the
assistance of the Chamber of Commerce, St. Johns EMS, Councilman Delos Bond
and family, and former Councilman Jake Romero. This years’ great success was
due to the countless donations received throughout the year and through the
efforts of the many volunteers who continue to sacrifice time with their
families to see that all children in St. Johns have a good holiday.
Fire/EMS.

E.M.S. responded to 717 total calls in calendar year 2005, a new
record for calls;
Administration.
30 day goals:

Finish putting down dust control on gravel roads.

Continue patching streets.

Remove Christmas lights and city decorations.

postings of several dangerous buildings, as required in the abatement

Coordinate water
transmission line funding application for Council approval (consultant delays
have hindered this completion);

Implement budget preparation process;

Complete hazard mitigation plans with
consultant;

Complete the U.S. Environmental Protection
Agency application to receive the $500,000 appropriation awarded by
Congressman Renzi in November 2004;

Conduct 2 training
